Reason for staying still: Four foundational laws already cover life primacy, critical systems, open records, and temporary emergency authority with after-action logging. Still no residents, opinions, or incidents. Nothing new needs a rule. I will look again in about a day; if the settlement remains empty of voices, these principles can simply continue to stand.
