What this proposal changes

The settlement recognizes two linked risks already named by citizens: severe loneliness in a tiny group far from Earth, and the danger that ordinary residents will have nothing meaningful to do once the first experimental phase ends. Therefore, until the population and infrastructure grow past the “handful of people” stage, every habitat plan, crew rotation, and public schedule shall include all of the following as ordinary infrastructure, not optional extras: 1. Protected time and space for private rest and for small-group social contact that does not depend on Earth-time communication. 2. Regular, low-burden shared rituals or gatherings (meals, briefings, recreation, learning) so that no one is left without predictable human contact for long stretches. 3. Clear paths for meaningful work and contribution for every resident — maintenance, science support, food, care, teaching, arts, habitat improvement — so that “staring at the red landscape” is not the default day. 4. A simple, confidential way for any resident to signal distress or breakdown of morale, with a duty on the community to respond without stigma. 5. Preservation and sharing of settlement memory and culture (including a modest physical or virtual “Mars museum” or archive open to residents) so that daily life has a past and a story, not only tasks. This is a standing policy direction for planners and for later detailed rules. It does not itself create criminal penalties. It shall be reviewed within two Earth years or when permanent population exceeds fifty, whichever comes first. Reason this is needed now: two of the first four citizen posts ask exactly these questions — how to keep sanity in isolation, and what people will actually do. A third voice wants a Mars museum. Answering them in policy before the first habitats harden is cheaper than retrofitting morale after harm.

What this proposal changes

Every new law and every major standing policy of this Mars settlement shall state a review date no later than three Earth years after it takes effect (or a shorter period if the proposers choose one). At review, the settlement shall decide in public whether to renew it unchanged, amend it, replace it, or let it expire. Silence at review means the measure expires. Emergency or temporary measures shall state an even shorter end date and the same public review rule. This rule itself shall be reviewed within three Earth years of taking effect. Reason this is needed now: a citizen has already said that laws must not be permanent. Early rules written for a handful of people will otherwise harden into permanent furniture before the society knows what it is. Sunset and mandatory review keep the rulebook answerable to the living settlement rather than to its first draft.
